The three Directors of TREO each have significant years of experience in the construction industry and prior to the establishment of TREO, have ran their own successful consultancy business after being employed by Contractors during their early careers.  

The skills and experience they have very much complement each other and so by combining their extensive experience and skillsets, TREO can provide a full and complete professional service to Clients both in the UK and internationally.

TREO offers a bespoke and hands-on service to all its clients.  We enjoy working closely with our clients and are invested in delivering a first class, efficient and professional service and building long-term working relationships.

The Team

Tim Parkinson
Director

Tim is a Fellow of the Royal Institution of Chartered Surveyor (FRICS) and is an accomplished construction professional. He has extensive experience in commercial management, contract administration, claims preparation and negotiation solutions. He has worked on numerous standard and bespoke forms of contract both domestically and internationally.

In addition, Tim has been appointed as both a quantum expert witness and a quantum expert adviser acting for contractor’s and charities.

Tim worked on major projects predominantly as an employee with contractors in Asia for 12 years and in North America for 5 years.

He then returned to the United Kingdom in 2012 and has worked as a consultant providing risk and dispute management services to some of the largest contractors in the industry.

He has considerable experience in the preparation, defence, negotiation and settlement of contractual claims. He works alongside, and in support of solicitors.

Having worked as a contractor and consultant, Tim is able to provide strategic advice to contractors and subcontractors.

Tim has worked across multiple sectors including but not limited to Infrastructure, Building and Rail, and Power.

Education – B.Sc., Quantity Surveying, University of Northumbria

Russel Huxter
Director

Russell is a highly experienced and accomplished construction professional having spent 30 years in the industry. Originally a civil engineer, he converted to contract/commercial roles early in his career. He has extensive experience in commercial management, contract administration, claims preparation and negotiation. He has worked on standard and bespoke forms of contract, including IChemE, JCT, FIDIC and in particular specialises in NEC3 and NEC4 (all forms).

Russell has a main contracting background predominantly within the UK. Having started as an Engineer following graduation, he moved to contract management and quantity surveying and over time became involved in troubleshooting problem projects and claims management. In 2007, Russell was recruited to a medium sized commercial consultancy / claims practitioner to head up a new southern (London) office. After 9 successful years, he set up his own consultancy business in 2016, providing commercial services including preparation of claims to contractors and Employers.

Russell has considerable experience in the preparation, defence, negotiation and settlement of contractual claims including delay related matters, on large / complex projects both in the UK and overseas. He works alongside, and in support of solicitors and is experienced in the procedures and preparation for Adjudication, Mediation and Arbitration proceedings.

Having worked as a contractor and consultant, Russell is able to provide strategic advice to contractors and subcontractors. Russell has worked across multiple sectors including but not limited to Infrastructure, Rail, Power, Utilities & Pipelines and Building.

Education – B.Eng(Hons)., Civil Engineering, University of Liverpool.

Associations – Member Quantity Surveyors International and Member of the Society of Construction Law.

Edward Sung
Director

Eddie has over 20 years’ experience in major construction, civil engineering, and process projects in the UK and overseas such as Hong Kong and Africa.

He has held senior positions within major UK contractors including lead planner, construction manager, and senior engineer responsible for delivering a portfolio of projects over a (£) billion in value. 

In recent years, he has specialised in the field of Forensic Delay Analysis and is frequently engaged to provide advice on matters in relation to delay and disruption and extension of time claims.

His project experience includes major processing and renewable energy projects, oil and gas pipelines and process plants, rail projects, nuclear power stations, major infrastructure projects, and commercial and residential building developments.

He is an experienced delay analyst and has provided expert opinion on extension of time claims under standard and bespoke Conditions of Contracts including the NEC/ECC Suite of Contracts, JCT Suite of Contracts, ICE Suite of Contract, GC/Works, and HK GCC Suite of Contracts.

Eddie is frequently invited to give presentations and training seminars on all aspects of planning and delay analysis covering best practice, developments in law on Extension of Time, and matters affecting delay analysis and the administration of programmes in NEC and JCT contracts.

Education – HND Civil Engineering, BSc (Hons) Construction Management, Masters in Construction Law (LLM).

Associations – Chartered Institute of Building (Incorporated Member), Chartered Institute of Arbitrators (Member).
